Well the system should automatically remove it if you meet the criteris. However, it is a slow process at the moment because since it was just implemented it is having to go through every account one by one to check. I wourld recommend calling into Customer Care and having them review the account manually.
I work in a retail store, so we don't deal with the limit removal directly, I don't know all of the requirements to have it removed.
