upgrading samsung galaxy sii to gb27

I am following the instruction from the samsung upgrade application. It says to remove and replace the battery then hold the volume down key and power button at the same time until a screen comes up. I have done this  several times and held them both for quite some time. The only thing that happens is that my regular screen come up wit safe mode at the bottom. What am i doing wrong?
