On phone camera today, we usually can zoom by using the pinch and zoom motion on the phone screen in camera mode. When we do that usually the camera uses software to enlarge the object on the screen or the image sensor. This effect is called digital zoom.
The Samsung Galaxy Note 8 went further by adding a 2x optical zoom for the rear camera of the Note 8. The Note 8 has two lens on the rear camera, one is of standard 1x lens, the other lens is the 2x Optical zoom provides a higher quality image with object being enlarged using the glass not by software.
Below I am taking 3 photos using the Note 8 rear camera with standard screen size, 2x optical zoom and digital zoom to maximum level while on 2x zoom.

I feel that the 2x optical zoom gives an edge to the image quality for the Note 8 as well as enhancing the Note 8 overall zoom capability as you can see in the photo on the right above.
