Brand new unlocked iPhone 7 not able to work

My son’s father bought him a fresh out of the box brand new iPhone 7 in Dubai over the summer. It was never activated with any phone service. When I got the device back to the United States and tried to activate it for him on my sprint account I was told that the IMED was not compatible with Sprint.  How do I fix this?  He is so disappointed and I cannot afford to replace his phone nor why should I? It’s brand new!!!
