Problem with unlocked phones

The experience with Sprint has never been good, but now I feel that the situation is close to fraud to the consumer.

 

After being overcharged for many items and fighting over a month for a refund, I asked and payed for the phones to get unlocked. I still can only use them with Sprint. How can I get this problem solved? Extremely frustrating and ready to do whatever it takes and expose this in front of any body that is required.
