Question about the Navigation screen when viewing maps

Hello,

When viewing maps (3D or 2D), there is a blue circle with a red arrow in it. That is my current location. There also is a small red crosshair.

What does the the crosshair represent?

Does the crosshair represent the center of the map? Does it always stay in the middle?
