Whenever I try to make a call all I get is the message "All circuits are busy". Everything else is fine. I did check and calls are not blocked on my phone - I have a Galaxy 9s+

You can try the hard reset. You may also updating the data profile, then go through the steps to reset the network settings again. Since it is just your phone, we may need to do some more troubleshooting with our tech support team.
Well, it appears I am screwed. I have tried everything even a factory reset and I still only get the message that all cicuits are busy. 😒
I show that the towers in your area are being worked on, but that shouldn't make just your phone have issues.

Yes, still no good. I am stuck at this point. The normal and even the regular extreme solutions haven't worked at all. I do appreciate all your help though
